Abstract :

The British Virgin Islands issued its first stamps depicting black countrymen on Dec 20, 1993, as part of its series on secondary education and library services. Dr. Norwell Elton Harrington, a teacher and historian, and teacher Stanley Nibbs are depicted on the stamps.
