Abstract :
Hurricane Katrina provided an opportunity for the re-making of New Orleans in accord with neoliberal and neoconservative principles and practices of government. This essay introduces Foucault's (1991) approach to governmentality through an analysis of the rhetorical imaginings and material re-inventions of New Orleans. The essay also explains the rise of disaster capitalism" as an expression of neoliberal government (see Klein, 2007).
