Abstract :

Democratic Pres Bill Clinton faces many challenges in working with a Republican-dominated Congress. Partisan approaches tend to be unsuccessful due to polarization. Complex issues also split proponents and opponents across party lines, making agreement difficult. Lack of resources also creates complications in garnering support for new programs, as costs become political issues themselves.
