Abstract :

The birth of clinical laboratories can be characterized as a response to the creation of Medicare and Medicaid programs and to regulatory bodies that were formed to monitor the management of these healthcare programs. The programs' vulnerability to abuse and fraud soon became apparent, giving rise to a decades-long of government initiatives to regulate costs and ensure the quality of health-care services provided to citizens.
