Sir Vincent Caillard died in Paris on Tuesday evening at the age of 73. He weent there for an operation, wlhich was succcssfully- performed, but later contracted pneumiionia. ..

Vincent Henry Pensalver Caillard was the son of Ihis Honour the late CaiiilHe Felix Desir6 Caillard; County Court Judge, and was born o1 Octobcr 23, 1856. Oil htis nother's sido he was-related to Lord Beaconsfield. He went to Etori -in 1869 anid was -in .lr. arre 'Cornish's lhouse. He left in 1872 atnd passed into Woolwich, where lhe wvas Pollock gold nmedallist, and joined the Royal Elngineers in 187,. In Apiil, 1879, lie was appointed assistant to .the Britishl Commission for thlc delirnitation of thie MIIontenegrini frontier, and in the following October for the Arab Tabia Bridge Commiiissioni. He rejoined the Montenegrin Commission in March, 1880. In July of that year lhe was sent Onl special political duty to Epirus to report to the Ber lin Congress, and in September he was attached on special service to Admiral Sir Beaucharmp Seyniotr during the na'val demonstration at Dulcigno. In February, 1882, Cailard wvas on service for the Intelligence Department, and in Auguist he was attached to the headquarter staff during the Egyptian campaign, for -wlieh he received the inedal and bronze star and the Mledjidieh I and Osmanieli orders.

|In 1883 le was a:pponited president of the Ottounan Public Debt Council, and financial representative of England, Holland, aa-id Belgighun in Constantinople. He resigined in May, 1898. in order to joiin the board of Vickers, Limiited, and ieeceived hl4g Tu kish decorations. He had b Jeen li hted in 1896. of that huge xerinern in hich his iluemwe was not felt. He wvas appointed financial director in 1906, and to his responsibilities I in tlhat capacity was added a large slhare

in the control of the comrpany's foreign oper-ations. Earlv in 1914 he negotiated !for Vickers and rrastrongs .the recon-

structioii of the Turkish fleet anid all tbo Turkish dockyards and arsenals. Work lhad begun on this contract when<the War broke ouit. It. was 'chiefh- due to hiis initiative anid wgainzi-g ability that the company was able to make duing the War ani enorumous contlibuition tu the national output of munitions and other mnaterial. He- resigned his directorShIll) in September, 1927.

WIhen IN1 Joseph Clamberlain started cais cainpaign for tariff reform, Sir W Vi-eent Cawillard was one of his most

energetic supporters. anid he served as chairmnan and later as president of the Tariff Commission. He wvrote inuch on the subject, and contested Central Bradford in 1906.
