The number of drownings in Ontario , especially among young children, has grown steadily for the past three years, a study shows. A report by the Royal Life Saving Society of Canada shows 23 toddlers drowned in the province in 1988, up from 15 the previous year. Drowning remains the second leading cause of accidental death among Canadians under 55, the society's report said. Only automobile accidents claim more lives.
