This aims at securing and expanding domestic, European and international skilled labor potential. Germany's economy and labor market are in very good shape. Structural change, however, poses major challenges for the labor market. Global competition, demographic change and fast-moving digitization are leading to profound changes in the labor market. Both employers and employees present complex challenges. There is a threat of a greater labor shortage and a simultaneous surplus of labor. The mismatch between the requirement profiles of companies and the qualifications of jobseekers threatens to increase in the future. An industry-wide specialist strategy is thus more important than ever. After all, the future of our social market economy, our prosperity and the stability of our social security systems depend crucially on how well we will be able to secure and expand our skilled labor base in a digital future, despite the diminishing labor force.

Today, we must ensure that sufficient and suitably qualified skilled workers are available for the labor market in the future. Good qualification and further education are important keys for a future-proof job market. The skilled worker strategy is an important component of this.

However, our economy continues to rely on qualified immigration. Even today, skilled workers from other European countries make an important contribution to the competitiveness of the German economy in the context of the free movement of workers and make a significant contribution to the relaxation of the skilled labor situation. In order for this to remain the case in the future, we want to use various measures to keep Germany attractive for skilled workers from other European countries and their families. At the same time, the skilled worker immigration law has brought about a first building block of the third pillar of the skilled workers strategy. The strategy for skilled workers has been developed by the ministers Franziska Giffey, Anja Karliczek, Horst Seehofer, Peter Altmaier and Hubertus Heil and the leaders of the social partners, Lander , Chamber organizations and the Federal Employment Agency. The concrete measures will be developed in an ongoing process in the three pillars under the auspices of the respectively responsible ministries of the Federal Government and in dialogue with the relevant partners.
