Abstract :

The GATT dispute resolution mechanism could be integrated into the structure of the International Civil Aviation Organization (ICAO), allowing the creation of a stable system for international civil aviation relations. Since the 1940 Chicago Convention on international civil aviation, the issue of dispute settlement has never been adequately addressed, but the GATT mechanism is usable for ICAO's purposes. Despite the historical use of bilateral agreements, multilateral agreements for civil aviation relations would help to avoid disruptive unilateral actions by unhappy parties.
