Abstract :

The recent restrictions on syringe services at the state level and in Charleston, West Virginia are threatening the harm reduction programs in Kanawha County and Cabell County, two places that are recording the highest number of HIV cases since 2019. The new restrictions come at a time when the COVID-19 pandemic response has stretched the limited resources of local public health departments.
