Abstract :

The tradable allowance program for sulfur dioxide has entered into an electric industry which is being restructured. Allowance market and incentives in the industry are affected by two major changes, namely, the sprouting of stranded costs and the entry of nonutilities in the industry. The effects depend on the consumers' attitudes toward patronizing entrants and traditional utilities.
