Abstract :

The Declaration adopted at the 2nd UN Conference on Human Settlements in Istanbul, Turkey, on Jun. 3-14, 1996 urged governments to reduce rural-to-urban migration to arrest the continued deterioration of shelter and human settlement conditions and improve standards of living. Specifically, it calls on developing countries to address the situation, which has reached alarming proportions, by remedying the problems of 'unsustainable population changes' and the tendency of people to converge in one area.
