Abstract :

Many reformers inside and outside Congress believe that pork barrel spending is on the decline, as shown in declining House appropriations bills for projects in different districts. However, it was argued that trends in pork barrel spending depend on whether Congress and the executive branch of government are controlled by the same or different parties. Moreover, it was argued that pork barrel spending will increase as long as the Republicans control the House and Senate while Democrats control the executive branch.
