Abstract :

A U-shaped cost model is derived to characterize the cost structure of bus operations in Norway. This model shows the effect of such determinants as the subsidy policy of the government, corporate size, ownership structure and working conditions within the firm. Some of the more important findings include the lack of any significant difference between cost structures of public and private firms and the higher gain in efficiency for public firms as compared to private firms when cost standards are introduced.
